The 3.35 trillion budget includes allocations for free State University and Colleges education and a universal healthcare program, among many others. 


P8 billion will be allocated  for the Commission on Higher Education (CHED) so that all college students enrolled in any SUC in the country will not have to pay tuition fees.

P3 billion is allotted to PhilHealth for a universal healthcare for all Filipinos, and free treatment for indigenous patients in government hospitals.

P1.521 billion  was added for the Doctors to the Barrio program, construction of additional health facilities, and medical assistance to indigent patients; This is under DOH. They also allotted P2.646 billion for the establishment of DOH-Treatment and Rehabilitation Centers in regions which do not have such facility.

 P100 million to centenarians and additional funding for feeding programs.

4.4 million beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) will now be entitled to a rice allowance in the form of cash grants.

2 billion for farmers irrigation fees.

P1 billion is for Small Business Corporation so it can provide loans at almost no interest to micro-enterprises.

Along with that is an allocation for the combat and incentive pay of the military and police worth P12.1 billion, as well as funding for the Capability Enhancement Program of the PNP. [source]
